Puerto Vallarta
We visited Puerto Vallarta 3 times during the period we were in Mexico, it is centrally located and has good connections, thus was a good place to meet visitors. It also has the distinction of having the most convoluted Port Captain arrangement, of any area. The port control infrastructure is national, but local management is by state and port. In the Bandaras Bay area, with bad planning, one could be required to check in three times in one day with the associated time and cost!
